MT: hair-powder, shoe-string, and breeches-ball

Fashion experts, please help and explain these items mentioned in an inventory in NA.

Hair-powder: I know what that is, but I'm surprised to find it mentioned in a novel that seems to have been written in 1798: hadn't hair powder gone out long before that?

Shoe-string: Are we talking shoe laces here? And were shoes worn laced in 1798?

Breeches-ball: What is it? And again, hadn't breeches gone out several years before?
