Colonel Brandon's flannel waistcoat

Pray, esteemed members of the republic, tell me exactly what this was (I've searched the archives but can't find it).

What was flannel in JA's day? Did this garment go on the outside, so as to be visible to Marianne Dashwood's offended eyes, or was it worn underneath? Was it what the British would call a vest, or the Australians a singlet?
