Arms are formally granted by the Heralds of the College of Arms. However there was a good deal of funny business about this--in the 19th century it was notorious that they could find armigerous connections for anyone with enough money! New arms can contain elements well outside the traditional visuals--Nuclear Power Stations for example. Corporations can have arms--more strictly a badge--Imagine a suitable one for MacDonalds!
