In England, a "shire" horse is a specific breed, and a "Belgian" is usually referrred to as Percheron. The generic term is "Heavy Horse".
Their use by the breweries is not simply a fairground attraction. When I lived in London, Youngs'Brewery used to deliver by four-horse dray , which they maintained was more economical than using lorries. I don't know if they have kept it up, but the sight of four matched dapple greys, with plaited manes and brushed feathers(hoof hairs) carrying barrel upon barrel of beer around the city of London was a traffic-stopper, and never failed to raise a cheer.
