Velvet was never out of style....

I can assure you, a quick perusal of the fashion plate descriptions from 1798-1820 shows that velvet gowns were never completely out of style, though they were perhaps for the more mature woman rather than the ingenue.

But velvet trimming, cloaks, turbans, hats, and boots crop up consistently throughout the first two decades of the nineteenth century, particularly in Britain.
